Purchases of commercial furs in the USSR

Over the past 30 years, the lowest purchase of commercial furs in the country was recorded in 1969 — 18.5 million rubles and in 1982 — 19.6 million rubles. This was an inevitable consequence of the violation of the economic foundations of hunting.

In order to increase the material interest of hunters and trappers in the production of fur-bearing animals and increase the procurement of products from the industry, purchase prices for commercial furs were increased by an average of 100% in January 1983. Favorable conditions have been created to increase purchases of fur-bearing animal skins and improve their quality. Prices for bear skins increased by 7.6 times; lynx, wolverine, korsak, raccoon dog — by 6 times or more; marmot, light and dark ferrets — by about 5 times; otter, hare- by 3.3 times and so on.

It was also important to strengthen the protection of hunting grounds and toughen measures against those caught in poaching, especially in the sale, purchase and processing of furs.

Six years have passed since the procurement organizations started operating at new prices. The time is quite sufficient, we can sum up some results and draw the necessary conclusions. According to the CSO of the USSR, in 1988, hunting organizations of the country purchased commercial furs for 64.9 million rubles.

Procurement organizations of all republics, with the exception of Georgia, Azerbaijan and Tajikistan, have successfully completed the state purchase order for commercial furs.

In the whole country, in 1988, skins of commercial species were purchased by 5.5 million rubles less (or by 7.8%) than in 1987. There was a definite downward trend in harvesting of commercial species. Whereas in 1983, purchases of commercial furs in the country increased by 160% compared to 1982, by 20% in 1984 compared to the previous year, and by 1.6% in 1985, in 1987 compared to 1986, shipments decreased by 2.3%, in 1988 compared to In 1987, it has already increased by 7.8%. The reasons for this, in our opinion, are both in the peculiarities of the biology of individual commercial species, and, to a large extent, in the still unresolved organizational and economic problems of the hunting and fishing economy of the country.

Individual heads of hunting organizations do not allocate sufficient funds to strengthen the material and technical base of farms, build production facilities, do not pay due attention to the use of personnel, and a long-term program for the rational use of natural resources and the development of industries has not been developed everywhere.

Since 1987, each hunting and fishing farm has been granted the right to process low-priority and over-planned furs and sell finished fur products made from these furs at negotiated prices. But many managers and specialists of fishing farms have no idea how to properly reflect the accounting of over-planned furs. Therefore, it would be good for the Central Union, the Main Hunting Committee of the RSFSR, Gosagroprom of the RSFSR, together with the Ministry of Finance of the USSR, to give farms the necessary explanations on how to keep records of over-planned furs (whether to include them in the total volume of sales, at what prices, and so on).
